�Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. �Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

�While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. Org. Setting and Reporting
This position will be located in the Planning and Operations Support Office of the Organisation for the Prohibitions of Chemical Weapons (OPCW) - United Nations (UN) Joint Investigative Mechanism (JIM), established by Security Council resolution 2235 (2015) and its renewal resolution 2319 (2016). This position will be based in New York. JIM is established for a period of one year. This temporary job opening is initially until 16 November 2017, subject to availability of funding. The Information Management Officer reports directly to the Senior administrative Officer. The selected candidate needs to be released immediately to take up this position.
               
Responsibilities
Within delegated authority, the Information Management Officer will be responsible for the following duties:

� Provides advisory services on document and records management practices including: needs and business process analysis; organization and maintenance of information assets; documents and records preservation; and building solutions architecture, with an emphasis on technological applications.
� Manages archival processing activities by overseeing adherence to preservation, international bibliographic, description and database standards; produces descriptive inventories; prepares mark-up of descriptive inventories for electronic dissemination; and makes recommendations regarding the planning and prioritization of preservation and description programme requirements.
� Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations.
� Develops detailed systems, functional specifications and standards for the JIM Document/Records/Content Management System, together with user documentation.
� Manages records accession and disposition functions by applying the life-cycle concept to information assets, including appraisal by liaising with records-originating JIM offices regarding the transfer and/or disposal of their records; assures that retention schedules, registration and physical aspects of records transfers meet established standards; and performs records appraisal.
� Understands, keeps current with and applies preservation techniques and strategies for JIM records in all media.
� Oversees the design, installation and commissioning of the JIM�s Offices' Local Area Network; drafts specifications and standards for the office covering PCs, peripherals, network equipment/appliances, and connectivity; provides support for the development of technical specifications for procurement of equipment.
� Provides technical advice to users, analyzing users� requirements, and then translating them into a business solution; proposes and determines application systems integration and linkage issues.
� Maintains, upgrades, and improves existing systems; troubleshoots and provides continuing user support, to include resolving challenging problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
� Handles technical aspects of contract administration, facilitates communication between Information Technology (IT) provider and clients, sustaining good client relations. Serves as coordinator in the development and maintenance of Service Level Agreements (SLA), for specific IT services or general IT support, and always keep in mind of any charge back mechanisms.

Education
Advanced university degree (Master�s degree or equivalent) in information systems, information management or related field. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
               
Work Experience
A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management or related area. Experience in website development, web content management, data/records management, and data visualization is desirable. Knowledge and certification of Sharepoint or other Document/Records Management system is an advantage. Certification in ITIL and Prince2 is desirable. Experience in carrying out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of cost estimates, budget reporting, and recruitment of staff is desirable.
               
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required. Knowledge of the other is desirable. Knowledge of other UN official language is an advantage.
               
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

 Principal Functions  Requirements

1. Control registration and processing of all classified declarations and verification-related documents and their availability either within electronic systems or in hard-copy.
� Control the quality of the information service, and of the information (including metadata) held in the information management systems, using available tools and procedures
� Analyse requirements, develop, update metadata for the online documents registration system, to improve retrieval and ensure that documents registration meets established standards
� Responsible for management of documentation arising from the information service, including requests, notifications and other correspondence, and for reporting on results
� Ensure maintenance of confidentiality when making classified information available

2. Contribute to the design, implementation and support of Electronic Content Management System (ECM) solutions for the management electronic records.
� Research and evaluate enterprise content management systems on the market and advise on systems with information and records management functionalities
� Map the user requirements to the implementation of content management solutions to align with organisational information architecture, records management policies and the OPCW Confidentiality regime
� Provide end user training to support electronic records management throughout the Verification and Inspectorate Divisions

3. Manage and maintain good records and archives management practice

� Research and propose best practice standards for the management of digital records and digital preservation strategies

4. Contributes to the development of quality assurance controls for classified information provided to States Parties
� Reviews the declarations, amendments and other incoming correspondence from States Parties and determines which documents have to be provided to other States Parties, in accordance with the provisions of the Convention.
� Develops the annual redacted declaration data report and reviews the information to be distributed to State Parties
� Briefs new delegates of Member States on the procedure for transferring confidential information between the Secretariat and the Member State.

5. Strategic Planning:
� Assist the Head of DRA in developing strategic plans for the section: annual work plans; staffing requirements; proposals for improvement and maintenance of optimum service levels.
� Assist the Head of DRA where required in any corporate-wide initiative related to the management of information, records and archives.
� Propose, manage and monitor projects and assist with training and guiding staff in a range of records and information functions.
� Stay current in new records management and archival developments.

� Supervise the implementation and maintenance of a regime of periodic update/inventory.
� Responsible for the development, implementation and maintenance of a preservation/conservation programme for the hard copy archives and the digital repository.
� Lead the development and implementation of mechanisms for maximizing (subject to confidentiality strictures) access to records;
� Manage the development of mechanisms to allow the transition of the archives into an historical collection.

2 Lead the development, implementation and maintenance of a broad information management programme in Verification, including the management of undocumented information at all stages of their life-span.

3 Manage the Secure Archives team, and the information services.
� Responsible for the efficient and effective service provided by the unit to the end users.
� Ensure compliance of the unit with all the requirements of the confidentiality regime.
� Ensure that all documentation related to the functioning of the Secure Archives is up to date, and make recommendations regarding changes to the documentation of the confidentiality regime.
� Manage the review of the business processes within the Secure Archives and ensure that the business processes are fit for purpose.

4 Ensure that technical requirements for all aspects of the information centre�s activities are in place and regularly reviewed.
� Review all applications through which the section carries out its responsibilities.
� Research and propose new applications, procedures or equipment to deliver improvements to existing services, or to offer new ones.

5 Provide professional advice and guidance to Verification and, as required, to the organisation on any aspect of information management.

6 Additional Responsibilities.
� Serve as a permanent member of OPCW�s Quality Management System Technical Committee.
� Serve as a permanent member of OPCW�s Records Management Taskforce.
� Chair the Information Managers in International Organisations (IMIO) best practice group

Knowledge and Skills
Education (Qualifications): Advanced University degree in information, records or archives management. A first level university degree in combination with qualifying experience (minimum 9 years) in a range of information management sectors may be accepted in lieu of the advanced university degree. An equivalent or specialised training in combination with qualifying experience (minimum 13 years) may be accepted in lieu of a university degree.

Essential: In-depth knowledge of modern information, records and archives management concepts, methodologies and techniques.

- Ability to provide technical leadership in overseeing the fields of information, records and archives management.
- Proven supervisory skills including demonstrated ability to establish priorities and to plan, coordinate and monitor his/her own work plan and those under his/her supervision.
� Relevant experience and skills in designing and using modern information, records and archives management systems are essential; in-depth knowledge of databases, statistical tools and reporting applications such as Cognos Reportnet is highly desirable.
� Ability to preparer reports, Quality System Documents and other official documents.
� Appreciation of the need to observe confidentiality in a highly-sensitive work area.
� Good planning and organisational skills.
� Excellent interpersonal and communication (verbal and written) skills.

Experience
Experience:
Essential: At least 7 years� experience in information management, including document, records and archives management.
Desirable: Practical experience in business process analysis and design is highly desirable. Practical experience in writing reports in Cognos Reportnet would be an asset. Training and experience in project management will be an asset, as would experience of delivering an information service.

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the June 2015 rate of 32.0%.
