Org. Setting and Reporting
This position will be located in the Planning and Operations Support Office of the Organisation for the Prohibitions of Chemical Weapons (OPCW) - United Nations (UN) Joint Investigative Mechanism (JIM), established by Security Council resolution 2235 (2015) and its renewal resolution 2319 (2016). This position will be based in New York. JIM is established for a period of one year. This temporary job opening is initially until 16 November 2017, subject to availability of funding. The Information Management Officer reports directly to the Senior administrative Officer. The selected candidate needs to be released immediately to take up this position.
               
Responsibilities
Within delegated authority, the Information Management Officer will be responsible for the following duties:

� Provides advisory services on document and records management practices including: needs and business process analysis; organization and maintenance of information assets; documents and records preservation; and building solutions architecture, with an emphasis on technological applications.
� Manages archival processing activities by overseeing adherence to preservation, international bibliographic, description and database standards; produces descriptive inventories; prepares mark-up of descriptive inventories for electronic dissemination; and makes recommendations regarding the planning and prioritization of preservation and description programme requirements.
� Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations.
� Develops detailed systems, functional specifications and standards for the JIM Document/Records/Content Management System, together with user documentation.
� Manages records accession and disposition functions by applying the life-cycle concept to information assets, including appraisal by liaising with records-originating JIM offices regarding the transfer and/or disposal of their records; assures that retention schedules, registration and physical aspects of records transfers meet established standards; and performs records appraisal.
� Understands, keeps current with and applies preservation techniques and strategies for JIM records in all media.
� Oversees the design, installation and commissioning of the JIM�s Offices' Local Area Network; drafts specifications and standards for the office covering PCs, peripherals, network equipment/appliances, and connectivity; provides support for the development of technical specifications for procurement of equipment.
� Provides technical advice to users, analyzing users� requirements, and then translating them into a business solution; proposes and determines application systems integration and linkage issues.
� Maintains, upgrades, and improves existing systems; troubleshoots and provides continuing user support, to include resolving challenging problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
� Handles technical aspects of contract administration, facilitates communication between Information Technology (IT) provider and clients, sustaining good client relations. Serves as coordinator in the development and maintenance of Service Level Agreements (SLA), for specific IT services or general IT support, and always keep in mind of any charge back mechanisms.

Education
Advanced university degree (Master�s degree or equivalent) in information systems, information management or related field. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
               
Work Experience
A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management or related area. Experience in website development, web content management, data/records management, and data visualization is desirable. Knowledge and certification of Sharepoint or other Document/Records Management system is an advantage. Certification in ITIL and Prince2 is desirable. Experience in carrying out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of cost estimates, budget reporting, and recruitment of staff is desirable.
               
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required. Knowledge of the other is desirable. Knowledge of other UN official language is an advantage.
               
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Purpose of the Position
Under the direction of the Senior Project Manager, the incumbent of this post will:

  • Implement and lead the development and rollout of the  Enterprise Content Management (ECM).
  • Lead the implementation of the records management stream of the project in compliance with records best practices including system analysis methodologies, records and information management implementation processes and procedures and workflow processes required for implementation.
  • Develop, implement, and maintain organization wide classification scheme, controlled vocabulary and retention schedules
  • Communicate with key stakeholders to proactively ensure organizational understanding of the interrelationship of records and business processes
  • Provide any training to staff in accessing and managing records of any form or media.
  • Support Senior Project Manager in implementation of the ECM project.
  • Perform other duties as required.
Key Expected Results

1. Operational functions
  • Operationalizes and implements organizational guidelines, as defined by the ECM project that support teams regarding the identification, preservation, collection, processing, and review of information.  Ongoing program-related activities would include the design, delivery, and provision of advisory and operational support of ECM program services.
  • Manages records intake, release, destruction, and access procedures for the NYHQ departments and field offices; ensures compliance with policies, and ensures completion of the process. Responds to questions, and provides instruction and training as needed.
  • Manages classification of large information collections in the data centers, case rooms, file cabinets, offsite storage facilities, or wherever recorded information may be found.
2. Efficiency management and reporting
  • Using a data driven focus develops a process improvement process that leads to a positive and measurable impact on space management where there are housing costs, including electronic storage.
  • Identifies a continuous performance and quality improvement effort and monitoring and reporting system. Regularly reports the status of performance and quality improvement efforts and impacts.
3. Communication
  • Communicates regularly with Senior Project Manager - ECM to ascertain the status of activities to ensure information is managed accurately and appropriately.
  • Provides direction and support for all staff regarding various information governance questions along with liaising with other internal / external users.
  • Develops and provides trainings for personnel on a variety of information governance topics.
  • Ensures the quality, consistency and appropriateness of communication materials that are developed, produced, and disseminated to staff members. 
  • Provides necessary support and insights on developing records and information management social medial and supplier communication strategy.
4. Partnership, coordination and collaboration
  • As required, under direction of the Senior Project Manager - ECM, collaborates with other agencies, local authorities and implementing partners on administrative matters including information exchange and harmonization.
 Qualifications of Successful Candidate
  • An advanced university degree (Master's) in Archival Studies, Information Sciences, or a directly related field(s) is required.
  • A minimum of five (5) years of relevant experience at the national or international levels in information management, records management, and project management or other relevant areas is required.

The incumbent of this post will be responsible for management, setup and maintenance of emergent Enterprise Records Management platform for both electronic and physical records. This would involve setup, configuration, maintenance, support, custom development, environment and application security management, and customization of SharePoint environment integrating with Third Party software for all UNICEF's electronic and physical records. This includes building records management systems frameworks, definition and setup of metadata and classification schemas, management of document repositories, integration, setup and management of hierarchical storage management systems as defined by the ECM project. Key Expected Results
  • Plan, identify, and maintain original and current configuration of requirements documentation, design documentation, hardware/software, and related documentation. Setup configuration with data management, enforcing policies, and processes for products. Draft and document policies and procedures for the administration (governance, security, replication, clustering) and management of the environment including disaster recovery.
  • Responsible for the effective technical management of the organization's records and document management application infrastructure. The duties entail planning, testing, and implementation phases related to the periodic upgrades of the records and archive management environment.
  • Coordinate with corporate-wide SharePoint development teams and business users in product testing, User Acceptance Testing (UAT), and implementation of Solutions. Integrate and interface Enterprise Records Management solutions with other IT systems operational within UNICEF such as ERP application
  • Administration, maintenance, monitoring, and support for the UNICEF Enterprise records management environment Configure lists, document libraries, reports, views, groups, site collections, administered identity authentication and authorization practices.   • Work closely with cross functional technical teams to elicit and validate user requirements to develop custom workflows, pages, sites, alerts, permissions, list views, and implement scripts as necessary.

  • Troubleshooting for SharePoint including Gimmal and other Records management add-on environment - understanding, gathering data, and documenting issues, analyzing, and investigating problems.

Qualifications of Successful Candidate
  • An advanced university degree (Master's) in Computer Sciences, Software Engineering, Information System Management, Business Administration, or a directly related field(s) is required.*
  • A relevant first-level university degree (Bachelor's), in combination with 7 years of relevant work experience, may be accepted in lieu of the advanced university degree (Master's).

This fixed-term appointment is for a duration of three years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description.  Principal Functions  Requirements
Under the general supervision of the Head, Documents Registration and Archiving, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following responsibilities:

1. Control registration and processing of all classified declarations and verification-related documents and their availability either within electronic systems or in hard-copy.
� Control the quality of the information service, and of the information (including metadata) held in the information management systems, using available tools and procedures
� Analyse requirements, develop, update metadata for the online documents registration system, to improve retrieval and ensure that documents registration meets established standards
� Responsible for management of documentation arising from the information service, including requests, notifications and other correspondence, and for reporting on results
� Ensure maintenance of confidentiality when making classified information available

2. Contribute to the design, implementation and support of Electronic Content Management System (ECM) solutions for the management electronic records.
� Research and evaluate enterprise content management systems on the market and advise on systems with information and records management functionalities
� Map the user requirements to the implementation of content management solutions to align with organisational information architecture, records management policies and the OPCW Confidentiality regime
� Provide end user training to support electronic records management throughout the Verification and Inspectorate Divisions
� Develop migration strategies to ensure integrity of records and related metadata over the required lifetime of the records as information systems are upgraded or replaced

3. Manage and maintain good records and archives management practice
� Design and carry out professional activities required to improve information management practice, including preparation for move to new, electronic environments or applications.
� Design, implement, manage a function-based classification scheme and file plan for records (paper, electronic, audio-visual) in order to ensure physical access to and intellectual control over records
� Manage and secure records disposition by applying approved retention schedules to information assets whether digital-born, digitized or in hard-copy.
� Maintain and update records retention schedules and other documentation required for management of information.
� Research and propose best practice standards for the management of digital records and digital preservation strategies

4. Contributes to the development of quality assurance controls for classified information provided to States Parties
� Reviews the declarations, amendments and other incoming correspondence from States Parties and determines which documents have to be provided to other States Parties, in accordance with the provisions of the Convention.
� Develops the annual redacted declaration data report and reviews the information to be distributed to State Parties
� Briefs new delegates of Member States on the procedure for transferring confidential information between the Secretariat and the Member State.

5. Strategic Planning:
� Assist the Head of DRA in developing strategic plans for the section: annual work plans; staffing requirements; proposals for improvement and maintenance of optimum service levels.
� Assist the Head of DRA where required in any corporate-wide initiative related to the management of information, records and archives.
� Propose, manage and monitor projects and assist with training and guiding staff in a range of records and information functions.
� Stay current in new records management and archival developments.

6. Act as Head of DRA Section whenever required.

7. Performs other duties as required.

 Knowledge and Skills
Education (Qualifications):
Essential:
� Advanced University degree in archives, records management or information management or a related field, with preferably a postgraduate specialisation.
� A relevant first-level university degree preferably in combination with training, and qualifying experience (minimum seven years) may be accepted in lieu of the advance university degree.
� An equivalent or specialist training together with at least eleven years of relevant professional experience may be taken into consideration in lieu of a university degree.

Desirable:
� Familiarity with Enterprise Content Management solutions used in the management of information, archives and records.

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the June 2016 rate of 33.2%.
